A shell quotation may stop at the primary frame, purlin, girt, and roof skin. A turnkey quotation may add floors, insulated metal panel walls, doors, electrical rough-in, and setting on the buyer foundation. Comparing those two totals as if they were the same package hides the buyer work that remains.
One side of this choice is a smaller quoted package and more local trades. The other side coordinates more of the building and still needs exclusions written for stairs, canopies, and utilities.
Request the proposed manufacturer, the drawing set, material specifications, and the calculation basis. A homepage badge is not evidence that IBC, ASCE 7, AISC 360, AWS D1.1, IAS AC472, or ISO 9001 applies to the quoted plant and the project jurisdiction.
HUD Code manufactured housing is a different regulatory path from an IBC modular building. Do not treat those labels as interchangeable when the occupancy is a classroom or a site office.
